Chains level Document Templates are shared across all Organizations, with the goal being to ensure that all of users have with clean, professional and appropriately branded Documents. These should not be modified unless it is to suit a Chain-wide need.

If you are a Chain Admin user, it is possible to Clone a Chain Document Template into an individual organization if needed.
