Document Templates have two levels
"Organization" - Visible across the organization.
"Chain" - Visible across all organizations in the chain.
There are various permission levels that control who can view and edit them. They are:
Regular users can create and clone a document template. But they can only edit and delete templates that they own. Ownership is based on whoever created or cloned a template.
Organization admins can create, edit, and delete document templates for their organization
Chain admins can create, edit, and delete chain-level document templates
Chain admins can change the organization of a document template or make it chain-level.
Additional information
If a chain admin, has read only permissions within specific Organizations, they will not be able to edit Organization based templates.
