Answer:
Only Chain Admins can change the User permission levels. If you do not see these options, contact your Event Temple Chain Admin user.
Click your name at the top right-hand side
Click Chain
Select Settings on the left side of Event Temple
Under Chain Click Users & Roles
Locate the User & click Edit
Click Edit in the Profile section
Select which Organization to bill to
Click Save
